General Information Perform responsible professional work involved with managing or planning remodeling and new construction projects of the District’s buildings.

Minimum Qualifications
College graduation with a degree in architecture, engineering or a closely related field and five years of work experience in educational / institutional / commercial construction, which must include two years of direct project management experience. Preferred Qualifications Experience/success managing to scope, schedule and budget for small- to mid- complex construction projects. Registration as a Professional Architect or Engineer in the State of Minnesota Leadership in Energy and Environmental Design (LEED) Accredited Professional. Knowledge of educational space planning practices.

Responsibilities
The essential functions include, but are not limited to, the following fundamental duties: Assist in the development of the preliminary conseptual designs, budgets and time estimates for assigned projects. Identify events that could alter the scope, budget, and schedule of the project and develop contingency plans for meeting objectives. Analyze, compare and evaluate various courses of action and make decisions under the general direction of the department manager on matters of significance within the scope of position responsibilities. 

Coordinate the work of assigned project team members; provide technical direction and support as needed. Participate as a team member in the planning and programming phase of project plans. Act as lead facilitator of project processes throughout the project design project. Identify the need for external consultants and contractors. In consultation with the department manager, negotiate contracts with the same. Monitor and evaluate performance of consultants and contractors.

Examine plans and specifications for district buildings prepared by external consultants and contractors and propose changes as required to comply with District standards or industry best practices; ensure standards are met. Observe the construction of district buildings and monitor project quality control and conformance to project objectives. Perform Facility Condition Assessments as assigned. Complete the required Minnesota Department of Education submittals for each assigned project. Assist in the financial oversite for the projects assigned. Participate in the maintenance of the budget for the Facility Master Plan Implementation Plan.

Participate in supporting and updating the Facilities Master Plan. Participate in the updating of the Five Year Implementation Plan. Communicate orally and in writing with peers, building staff, administration and community members related to project design and construction. Assist in the establishment and updating of design standards for the District. Assist in the establishment and updating of design standards for the District. Interface with, and use, accounting, procurement, and project management software.

Contribute to the District¿s Strong Schools, Strong Communities efforts by partnering with other staff to contribute to student achievement and the alignment and sustainability of resources. Perform other related duties as assigned. Knowledge, Skills and Abilities Knowledge of building codes, ordinances, standards and regulations including, but not limited to, Minnesota State Building Code, ANSI A117.1, the Americans with Disabilities Act, and City of St. Paul zoning and related legislation.

Knowledge of strategic planning; conceptual management / organization; academic space planning and utilization. Considerable skill in utilizing computer systems in the performance of job responsibilities. Must be detail orientated and accurate in the recording of project information. Considerable skill in data management, recordkeeping, research, analysis and reporting. Ability to communicate effectively with individuals and groups. Ability to communicate effectively, both orally and in writing. Ability to coordinate multiple activities simultaneously.

Pay, Benefits & Work Schedule This is a 12 month position working 40 hours per week. Salary and benefits are in accordance with the Professional Employees Association negotiated labor agreement. The labor agreement and salary schedule can be found at SPPS Employee Forms / Labor Agreements.

The minimum rate of pay for this position is $63,303 annually. Benefits are available to new employees after 30 days of active employment. Benefits include medical insurance, life insurance, sick leave, pension plan, tax-free retirement account, and flexible spending account. Some employee groups also receive vacation, dental insurance and disability insurance.

Formal credential evaluation is required for post-secondary education completed outside of the United States.
