General Duty Statement

Information Specific to this Position: Performs intermediate-level professional work assisting City departments in defining facility needs and overseeing construction and service contracts. Prepares plans, designs, specifications, bids, and estimates for client approval. Establishes and monitors project schedules and budgets. Develops and administers construction, architectural and/or consulting service contracts. Inspects construction projects. Observes and checks the work quality, compliance specifications, and compliance with building codes. Advises and assists contractors who experience technical or management problems. May lead a project team. Performs other related duties and responsibilities as required.

Current Position Information: The Design Section of the City of Saint Paul offers a unique opportunity for a Design and Construction Associate with excellent people skills to work with city staff, elected officials, and private sector professionals and contractors to maintain and improve the quality and functionality of more than 180 city facilities in order to better meet the service needs of our residents. The Design Section provides facility project planning, pre-design, design, and project management services to city departments as an internal service group. Our staff work on a variety of publicly funded projects: renovations, major repairs, upgrades and additions to existing facilities, and construction of new facilities. The City encourages and will provide resources for professional development opportunities for this position.

Current and upcoming projects include: Management of a $5 million internal loan fund for projects to improve energy-efficiency in city facilities; Various facility maintenance projects; Strategic facility planning work with the Public Works and Fire Departments; Management of an architectural services RFP process for renovation and/or replacement of three public libraries, Oversight of final planning and project management for a new fire station The eligible list created from this assessment will also be used to fill Design Associate II positions as they become available in various departments within the City.

Requirements: 
Candidates must meet the minimum qualifications for the position through one of the two options: OPTION 1 • Education: A Bachelor’s Degree with course work in architecture, urban planning, or a closely-related field, and • Experience: Three years of experience assisting in drafting, designing, and planning and administering construction projects. No substitution for a Vocational or Associate’s Degree. OPTION 2 • Education: A Vocational or an Associate’s Degree in Architecture or Architectural Drafting, or a closely related field, and • Experience: Six years of experience in assisting in drafting, designing, planning and administering construction projects.
