Manage and coordinate construction projects for new facilities or remodeling and repair of existing facilities.

Prepare project budgets and cost estimates.

In consultation with division directors, prepare documentation for review and make presentations to the County Manager, the Capital Improvement Program Advisory Committee, Regional Railroad Authority, and/or the County Board of Commissioners regarding proposed facility projects.

Provide input to the negotiation and purchase process for new land acquisitions, including working with the County Attorney’s Office.
Prepare Request for Proposals for professional services related to preparation of plans and specifications and provide specialized project administration.

Manage formal project reviews by public agencies that have jurisdiction, such as the local municipality issuing Conditional Use Permit or Rezoning Classification for the project site.

Evaluate bids for construction, major repairs and asset preservation projects and make recommendations for contract awards.

Provide technical services and administer consultant contracts for project development.

Coordinate development and review of project design and construction contract administration.

Manage project budgets, review construction reports, and coordinate project progress meetings.

Plan, conduct and/or attend meetings representing the County with a variety of State and local municipal agencies, elected officials, community groups, and interested citizens regarding building site selection, building design, and construction.

Coordinate selection and purchase of furnishings, fixtures, and equipment; and coordinate their delivery and installation.

Assist in developing feasibility and cost studies and technical specifications for facilities modifications that improve energy efficiency.

Analyze and evaluate historical data and the results of inspections to predict and plan for future building maintenance and renovation/replacement needs; forecast the remaining useful lives of facilities and facility systems, and estimate the cost of repairs and replacements.

Determine the status of County compliance with all local, state, and federal regulations, including the ADA.
- Work with County department heads and managers in making recommendations for facility improvements, maintenance plans, and implementing recommendations for asset preservation projects.

Serve on internal and external task forces or committees related to capital improvement planning, facility accessibility, asset preservation, mobile equipment replacement, energy efficiency, and safety.

Manage existing agreements and provide input to new agreements for County owned property.

Monitor County owned property by investigating encroachments, participating in dispute resolution with adjacent property owners, and inspecting or arranging for annual property inspection.

In coordination with division directors, manage asset preservation and rehabilitation projects.
- Responsible for construction contract management, monitoring projects and communicating progress.

Prepare plans, project budgets and cost estimates based on predictable life cycles and condition analysis of buildings, mechanical/electrical systems, site/grounds and mobile equipment.

Maintain and advocate Ramsey County Workplace Standards.

Minimum Qualifications
Education: Bachelor’s degree in planning, architecture, interior design, construction management, engineering, or related field.
Experience: Five years of experience in capital asset management, construction management, project management and/or related experience with commercial and institutional buildings and grounds.
Substitution: Associate’s Degree in related design and construction field and seven years of experience in areas such as capital asset management, construction management, project management and/or related experience with commercial and institutional buildings and grounds can be substituted for education.
Certifications/Licensure: Valid class D driver’s license.
